AG Schmidt appoints new head of Consumer Protection and Antitrust Division

TOPEKA – (May 12, 2021) – Kansas Attorney General Derek Schmidt today announced that Topeka attorney Fran Oleen has been named the new deputy attorney general for the Consumer Protection and Antitrust Division.

“I am grateful that Fran has agreed to lead our consumer protection division in the important work of protecting Kansas consumers from scams and ripoff and helping victims recover what they’ve lost,” Schmidt said.

Oleen rejoined the Office of the Attorney General in August 2020 in the Legal Opinion and Government Counsel Division. She previously was an attorney in the consumer division under Attorney General Carla Stovall and later prosecuted securities fraud for the Kansas Securities Commissioner. Oleen was a full-time Kansas National Guard officer for nearly 17 years.  She served as the staff judge advocate, the military equivalent of general counsel, for the Kansas Air National Guard from 2007-2010. Her military career spanned 31 years, including service in both the Army and the Air Force, and as an enlisted soldier, a judge advocate and a logistics squadron commander. Oleen deployed to Bosnia in 2003 and to Afghanistan in 2012-13, where she was the director of logistics on the staff of a lieutenant general. 

Oleen succeeds Kathryn Carter, who is retiring in May. Carter served in the consumer protection division for more than nine years and has led the division since October 2019. Before joining the attorney general’s office, Carter served as a district magistrate judge for the 12th Judicial District in Cloud County for 17 years and worked in private practice.

The consumer protection and antitrust division investigates scams, and mediates and prosecutes violations of the Consumer Protection Act, the No-Call Act, the Roofing Registration Act, the Charitable Organization and Solicitations Act, the Kansas False Claims Act, the Wayne Owen Act and the Kansas Restraint of Trade Act.

During Schmidt’s administration, the division has recovered a total of more than $240 million, by far the most in state history.
